Step1:Clean the fish head. Salt and pepper on both sides. Marinate for about 30 minutes with a little cooking wine.
Step2:Heat the oil in the pot. Cut the ginger and garlic into pieces and fry them over low heat until golden yellow. Control the dry oil for standby.
Step3:Add water to the steamer and bring it to a boil. Put the scallion on the plate and ginger slices on it. Put the fish head on the plate and cover it and steam over high heat.
Step4:Steam for 5 minutes. Open the lid and pour out the fishy water from the plate. Spread the chopped peppers and fried ginger and garlic. Steam for another 15 minutes in a large pot.
Step5:Steamed fish head. Sprinkle with scallion. Heat some hot oil. Pour it on. It's OK.
